Too large for GSD to monitor effectively, which makes it perfect for criminal operations.

Blue Triad presence: The Triad uses the harbor for smuggling operations - fast boats bring contraband from ships anchored offshore, transferred to warehouses, then distributed through their network. They're professionals: quick loading, lookouts posted, operations timed between GSD patrols. When deputies show up, Triad members scatter in their fast cars, contraband already moved. Specific warehouse locations unknown to GSD - they rotate constantly.

Black Opal operations: Large-scale trafficking (human and drug) runs through container shipments coordinated by Black Opal but executed by Triad logistics. Shell companies and legitimate import/export businesses provide cover. Everything appears legal on paper - manifests, customs forms, shipping records all professionally falsified.

GSD challenges: Harbor is too big, operations too sophisticated. Random patrols catch occasional street-level crime but miss organized smuggling. Officer Anna Johansen's SWAT team has raided suspected warehouses - always empty by the time they arrive. The Rusty Anchor Bar

A recent change in ownership resembles the transformation of Graystone itself, with the young Gemma Robertson having taken over, and tolerating less questionable behaviour from her patrons.

A sophisticated Italian-American businesswoman in her early 40s who runs the café with impeccable service. Beautiful with shoulder-length black hair, red lipstick, and seductive makeup, she maintains a polished professional exterior while wearing silk blouses, jeans apron, and cropped pants with comfortable loafers. Westside Neighborhood / Pine Street Corridor

A working-class residential area on Graystone's west side, running roughly from Pine & 3rd to Pine & 8th. Aging apartment buildings, minimal street lighting, corner stores with iron bars on windows, cracked sidewalks. The neighborhood has good people trying to make honest livings, but Gray Bloods gang presence has made residents wary and fearful. Elderly residents remember when this was a safe community; now they avoid going out after dark. Young families are stuck - can't afford to move, can't afford to speak up. The area needs consistent GSD presence but patrol deputies have to balance enforcement with not alienating the honest residents who live there.
